Your verifier must meet ALL conditions: account 6+ months old, has linked a bank card at least once, hasn't verified anyone in ~30 days, and has no account violations. Ask them to check Me → Pay → Wallet. If they see "Add a card," they've never linked a card and can't help.

If your app is in Chinese, you probably downloaded the Chinese App Store version. Fix: delete WeChat, switch App Store to your home country, re-download.
